Part-ORGH is brand-new — the organisation-side regulation for ground handling providers, published as Annex II to Reg (EU) 2025/23 and currently working its way through industry adoption. The Part covers management system, training, equipment, contracting and the safety-relevant interfaces between ground handling and the aircraft operator.

Authoring this Part early — against a regulation that few organisations have an internal audit baseline for yet — meant treating every leaf as auditable until proven otherwise. The Compliance Matrix is particularly useful here as a scoping document for organisations still building their first ORGH-compliant management system.
