Part-ORO is the organisation-requirements core of EASA Air Operations — the rules an operator’s own management system, not its individual flights, has to satisfy. It runs from the management system and AOC certification (ORO.GEN, ORO.AOC, ORO.DEC) through the operations manual, MEL and record-keeping (ORO.MLR), crew training, checking and qualification (ORO.FC flight crew, ORO.CC cabin crew, ORO.TC technical crew), flight and duty time limitations (ORO.FTL) and specialised-operations authorisation (ORO.SPO).
It is by some distance the largest Part in this catalogue. The flight-crew training and checking regime (ORO.FC) alone carries more audit obligations than several whole Parts, and the AMC/GM layer — recurrent training matrices, EBT, commander’s discretion, FTL fatigue-management detail — is unusually dense. The checklist treats every regulatory leaf as auditable and flags scope in-line, so a CAT operator isn’t reading SPO-only obligations and vice versa.
