Part-M is the operator-side continuing-airworthiness regime — the obligations that sit with the aircraft owner or operator rather than with the Part-145 organisation or the CAMO. It governs the maintenance programme, airworthiness review, defect deferrals, mass-and-balance and the records the operator is responsible for keeping.
Authoring Part-M’s Section A took the same paragraph-by-paragraph walk as the organisation Parts, but the obligated party shifts: the IR addresses the operator throughout, with AMC and GM clarifying what the competent authority will accept as evidence. The checklist mirrors that obligated-party framing in every question.
