Part-FCL’s organisation-side obligations live in three places that don’t always agree: the IR text, the syllabus appendices, and the ED-Decision-bound AMC. Each layer is bound by its own amending act, which means a given paragraph can be revised in one layer without the others tracking immediately.
Authoring the catalogue meant treating every paragraph and sub-paragraph as its own audit row — including the permissive may leaves — so the checklist matches the granularity an examiner actually works at, not the structure of the regulation as published. The Compliance Matrix shows the three layers side by side.
